| Millions are being wasted due to antiquated voter registration systems and procedures. U.S. PIRG Education Fund’s survey of 100 counties showed that over $33,467,910.00 of public money was spent on simple registration implementation and error-correction issues in 2008. The Fund finds that a more streamlined and automatic system linking existing databases with the state voter rolls could free up significant resources at the local level. |

| In 1993, Congress passed the National Voter Registration Act (NVRA). Its primary purpose was to open up the voter registration process and enhance democratic participation. Fifteen years after enactment of the NVRA, however, many states continue to appear unaware of the federal rules regarding voter roll purges. A survey of state laws and election officials shows that, on the eve of the 2008 general election, voters across the country do not appear to enjoy the important voter protection provisions afforded by the NVRA. |

| The spiraling cost of campaigns, high-profile scandals and voter distrust of Congress have fueled an effort for fundamental reform of the way we fund congressional campaigns. As a result, many federal decision-makers have been working on proposals to create a Clean Elections model for publicly financing congressional campaigns. As a part of the effort to build support both within the Democratic caucus and across party lines, it is important to know how much the program will cost and options to pay for that cost. This briefing paper looks at options to pay for a federal Clean Elections program. |

| Using Federal Election Commission data on federal candidate fundraising from individuals, parties, and political action committees, we found that the doubling of contribution limits did not deliver the promised benefit of more competitive elections and may be, in part, responsible for several harmful emerging trends. Races did not become more competitive; in fact, incumbents continued to out-raise challengers and win re-election at high rates. |

| Large contributions made by a small fraction of Americans unduly influence who runs for office and who wins elections in the United States. Without personal wealth or access to networks of wealthy contributors, many qualified and credible candidates are locked out of contention for federal office - often before voters have the opportunity to register their preferences or hear competing points of view. |

| Long before voters register their preferences on Election Day, the flow of political money determines which candidates are able to mount viable campaigns for federal office. Providing public incentives for small political contributions could help average Americans play a more meaningful role in influencing who has the resources to run effective campaigns and win public office. |
